Register for a Developer account to publish Android apps on Google Play.

You need this to get it done:

Google Account
You need to be signed in with a Google Account to be associated with your Developer account (you can either use an existing one or create a new one.)
Registration Fee
A one-time registration fee of $25 (USD) is required in order to set up a Developer account. The following credit/debit cards are able to be used:
American Express
Discover (USA only)
Visa Electron (outside of USA only)
Developer Name
Enter your Developer name to be publicly displayed to users (maximum of 50 characters.)
Email Address
Enter the email address you wish to be associated with your Developer account.
Phone Number
Enter the phone number you wish to be associated with your Developer account (including "+" sign, country code and area code.)
Billing Address
When paying the registration fee, the billing address associated with your credit/debit card is required.
Website (optional)
If you wish, you can enter a link to your website to be displayed on your Application pages.
