You need this to get it done:

Image Creative
The image which will be used in your ad. TikTok has an image cropping tool which means you can upload images of any aspect ratio and resize them.
File format: .jpg/.png
Recommended resolution: ≥ 375 x 604 pixels / ≥ 1200 x 628 pixels
Recommended file size: ≤ 500KB
TikTok recommends keeping key creative elements in the middle of the screen to avoid the risk of being cropped out or covered up by descriptions and/or logos. They also recommend that ad creatives should be localised for local official languages.
App Name/Brand Name
The name of your app/brand which you are advertising.
For app names, TikTok supports 4-40 English characters (2-20 Chinese/Japanese characters, depending on different models and operating systems. Bear in mind that long strings of text can be at risk for being cut off on different screen displays.)
For brand names, TikTok supports 2-20 English characters (1-10 Chinese/Japanese characters). Emojis cannot appear in the app or brand name. Punctuation and spaces will also occupy characters.
Ad Description
The description for your ad.
TikTok supports 12-100 English characters (6-50 Chinese/Japanese characters.) Bear in mind that long strings of text can be at risk for being cut off on different screen displays. Emojis, { } and # cannot appear in the ad text. Punctuation and spaces will also occupy characters.
